It is that aging infrastructure does not improve by waiting.

A deliberate plan. Not another emergency.
THE AUDITORIUM WAS THE WARNING.
Whiting has already experienced what can
happen when aging building systems reach the point of failure.
​
The auditorium’s century-old roof structure
failed in the middle of the night. Fortunately, the building was empty.
​
The auditorium was unusable for approximately
two years, and rebuilding it cost approximately $10.2 million.
